The Peoples Democratic Party (PDP) has given more insight into why the N6.08 trillion 2016 federal budget presented by President Muhammadu Buhari is a huge fraud, warning that with the proposed N1.84 trillion borrowing.


The party said with the colossal borrowing, the nation is going the way of Greece.PDP National Publicity Secretary, Chief Olisa Metuh, while speaking with newsmen in Abuja on Tuesday said a breakdown of the N1.84 trillion shows that the nation would be borrowing N5 billion a day for the next 365 days, starting from January I, 2016, without corresponding provision for economic production and a clear repayment plan, a scenario that spells doom for the future of the nation.

According to Metuh, "some people may be wondering why we raised an alarm about the budget. The reason is simple. When we analysed the budget, we discovered it is a misshapen attempt at a Keynesian economics of applying deficit spending to stimulate growth even when studies have proven that GDP growth rates decrease by over 50% when debt goes from low or moderate to high. But then we know the borrowing here is to pay huge campaign debt and fund a political war chest.
"By every standard, this budget is a booby trap against the nation. When you break down the proposed N1.84 trillion borrowing, you discover that it amounts to borrowing N5 billion everyday for the 365 days in 2016. The questions are: for what specific projects are they borrowing N5 billion per day and how do they intend to pay back?
"The President should explain to Nigerians how they intend to pay back the loan. Is it by continuous borrowing to service the interests, and does he intend to accumulate colossal debt for future generations of Nigerians?
"The truth is that this administration cannot justify this proposal. There is no known economy in the world where you can justify borrowing N1.84 trillion without specific projects and precise repayment outline. This is worse still in an oil-driven, mono-economy at a time crude oil is selling at $30 dollars per barrel and is speculated to go down to about $20 dollars or even lower in the next one year. The idea can only come when you diversify the economy and boost production capacity in manufacturing and other critical sectors, a direction, which the budget clearly failed to provide.

"From all indicators, the borrowing will be negative. They are driving us to be like Greece, and to plunge us into unnecessary debt. When the PDP took office in 1999, we achieved the cancellation of inherited debts. This administration, in seeking to accumulate debts, should know that there is no possibility that any country in the world will give us debt cancellation anymore."

Metuh added, "More importantly, we are really worried about negative economic policies of the present administration and the copying of strategies that failed in other economies. Recall that we had earlier alerted on the negative consequences of the retrogressive foreign exchange controls wherein this government is making it impossible for honest Nigerians to engage in free trade and regulate their personal activities.

"There seems to be the erroneous belief that the controls will create foreign exchange stability or strengthen the Naira by limiting foreign currency outflows. This policy had badly affected other countries in the recent past; including Argentina, whose new government had to reverse the policy to save their economy. Why then are we copying a policy that failed in other countries?

"In practice, the kind of crude controls the Federal Government is implementing have been proven ineffective in preventing capital flight. By limiting the local availability of foreign exchange, the controls have instead increased the demand for foreign exchange, putting greater pressure on the naira and achieving the exact opposite of what the government in its naivety believed would happen.

"The negative impacts of the ill-conceived controls include the hindering of international trade and discouraging of foreign investment. We have seen first-hand the crippling of the private sector in the last six months, upon the implementation of these measures were out. Traders, importers and all manner of businesses are being destroyed as a result of the contrived unavailability of foreign exchange."

The PDP spokesman challenged the Federal Government to a public and open debate on the budget devoid of the sentiments of the APC-controlled National Assembly and who are minded against any cuts in their own allocation.

FC Barcelona Lassa have started the Euroleague Top16 with a defeat away at Greek side Oympiacos, losing 74-62 in Athens. The loss came despite a great performance from Ante Tomic who scored 16 points during his man of the match display for the blaugranes.

Both defences showed that they were on top from the early stages. Barça led for the majority of the first period but were pegged back by Papapetrou to make it 14-14 going into the second quarter. Xavi Pascual's team missed numerous shots from the free throw line to hand the Greeks the advantage, the home side also dominating on the boards. In the first half alone Olympiacos enjoyed 11 offensive rebounds, a stat that helped them build a 39-26 lead at the break.

Shifting dominance

At the beginning of the second half, Barça scored seven unanswered points to give rise to the possibility of a comeback. However, the Greeks fought back with a 10 points in a row to sze control of the game once again. The blaugranes were 18 points down at 52-34 before the final period got under way. The Catalans risked everything in the final quarter but they could only reduce the deficit to some 12 points as Olympiacos ran out 74-62 winners. Xavi Pascual's team now need to bounce back with a win over Russian side Khimki Moscow next Thursday at at the Palau Blaugrana at 8.45pm CET.

Kevin Drum, Mother Jones: Yet Another American Military Mission Is Failing

I suppose you have to read the whole thing to get the true flavor of the situation, but here's the latest from Afghanistan:

In September, the Taliban briefly seized Kunduz, the first city to fall since the demise of its regime, prompting the U.S. military to dispatch Special Operations troops and stage airstrikes to help the Afghan security forces retake control.

Now, the insurgents are on the doorsteps of several provincial capitals, applying more pressure on urban areas than in any year of the conflict. The clashes in Helmand have reflected the Taliban strategy that led to the takeover of Kunduz — seizing surrounding districts before moving in on the provincial capital. Already, the Taliban are in the enclave of Ba­baji, within the borders of Helmand's capital, Lashkar Gah.

....Afghans, including senior military officials, no longer even pretend that they can fight the Taliban effectively on their own. "When the foreigners were here, we had plenty of facilities and equipment," said 1st Lt. Naseer Ahmad Sahel, 30, a civil-order police company commander who was wounded last month in a firefight in Marja. "There were 100 cameras overlooking Marja alone."

Faqir, the commander of the 215th Corps, said, "We don't have the air support that we should have."


There isn't a single country from Libya to Afghanistan where American military intervention has succeeded, nor a single country where American military training has been anything but a disaster. We can't do counterinsurgency on our own, and the troops we've tried to train are too divided in their loyalties to be effective.

The Independent: Trident: Nuclear deterrent under threat from underwater drones, expert warns

Advances in technology may turn Britain's £31bn nuclear submarine programme into an expensive liability.

Britain's independent nuclear deterrent could be torpedoed by an increasingly sophisticated breed of underwater drone, a leading defence expert has warned.

Rapid advances in underwater drone technology – autonomous underwater vehicles that can be controlled by ship- or land-based operators – threaten to make the controversial Trident nuclear submarines vulnerable, according to Paul Ingram, the chief executive of the British American Security Information Council (Basic).

Submarines have traditionally been seen as capable of providing stealth and invulnerability to pre-emptive attacks. The current requirement for Trident replacement subs is for them to operate as near to silently as possible.

However, a revolution in underwater drones, as well as advances in sonar, satellite and other anti-submarine warfare systems, mean that even totally silent submarines are likely to become detectable. Some sensor technologies can detect large submerged objects by monitoring small movements of surface water.

A flying, swimming drone may soon be able to aid search and rescue missions for the US Navy, and even locate deep sea mines.

The Rutgers University drone recently received a $618,000 grant from the Office of Naval Research, and is equally skilled underwater as it is in the air.

Dubbed Naviator, the UAV could also be useful in monitoring the spread of oil spills, and the developers say it will be ready for seawater tests as soon as next summer.

Popular Mechanics: Will Russia Really Make Drones Armed With Flamethrowers?

A few years ago, a video showing a supposed Russian quadrotor with a machine gun went viral. That clip was actually publicity for a video game, but now reality is overtaking fiction. The director of Russian arms-makers Rostec saying the company is now working on cheap, flamethrower-armed multicopters. That can dodge bullets.

Alexander Yakunin told Russian newspaper TASS that the project is in the works. Judging from the technology his company has already developed—and taking a more nuanced approach to translation—we'd say the flamethrower drone is more plausible than it sounds.

Wall Street Journal: Air Force Looks Beyond Officers to Boost Drone-Pilot Ranks

Enlisted personnel will be allowed to operate RQ-4 Global Hawk, possibly other platforms in the future.

The U.S. military's increasing demand for drones has forced changes in the Air Force's "flyboy" culture over the years, plucking pilots out of the cockpit and sending some to high-tech desert trailers to operate remotely piloted aircraft, leaving their proverbial white scarves at home.

As the need keeps rising for drones and their valuable ISR—intelligence, surveillance and reconnaissance—due to the rise of Islamic State and other threats, the Air Force is embarking on yet another cultural shift. For the first time, it is allowing enlisted personnel, not just officers, to pilot some drones.

The Air Force historically has required drone pilots to be officers. But this month, Air Force Secretary Deborah Lee James announced a series of moves to alleviate some of the stress on the drone crews that operate craft such as the MQ-1 Predator and its advanced cousin, the MQ-9 Reaper.

New York Times: Syrian Journalist Who Documented ISIS Atrocities Is Killed in Turkey

ISTANBUL — A Syrian journalist and filmmaker who documented atrocities by the Islamic State in Syria and trained hundreds of citizen journalists has been killed in a Turkish town near the Syria border, rights activists said Monday, calling the death an assassination.

The killing of the journalist, Naji Jerf, in Gaziantep, Turkey, happened on Sunday, one day before he and his family were scheduled to fly to France, where they were seeking asylum. Unconfirmed news reports from Gaziantep said that he had been shot to death.

Mr. Jerf had recently posted on YouTube a documentary on the killing of Syrian activists during the Islamic State's occupation of the Syrian city of Aleppo in 2013 and 2014. It was recently broadcast by the television network Al Arabiya.

Reuters: Special Report: Pentagon thwarts Obama's effort to close Guantanamo

In September, U.S. State Department officials invited a foreign delegation to the Guantanamo Bay detention center to persuade the group to take detainee Tariq Ba Odah to their country. If they succeeded, the transfer would mark a small step toward realizing President Barack Obama's goal of closing the prison before he leaves office.

The foreign officials told the administration they would first need to review Ba Odah's medical records, according to U.S. officials with knowledge of the episode. The Yemeni has been on a hunger strike for seven years, dropping to 74 pounds from 148, and the foreign officials wanted to make sure they could care for him.

For the next six weeks, Pentagon officials declined to release the records, citing patient privacy concerns, according to the U.S. officials. The delegation, from a country administration officials declined to identify, canceled its visit. After the administration promised to deliver the records, the delegation traveled to Guantanamo and appeared set to take the prisoner off U.S. hands, the officials said. The Pentagon again withheld Ba Odah's full medical file.

WNU Editor: Guantanamo prison is run by the U.S. military .... and President Obama is the Commander in Chief. He can do what he wants and/or orders .... and I am sure that if he felt that he was being blocked .... transfers/firings/dismissals will quickly follow suit. In fact .... if he was serious about closing Guantanamo he could have done it in 2009 - 2010 when the Democrats had super-majorities in both Houses, But he did not .... due to his own Party's pressure and worries on closing the facility. But the part of this Reuter's report that I found interesting was this ....

.... The Bush administration faced no political opposition on transfers and was able to move 532 detainees out of Guantanamo over six years, 35 percent of whom returned to the fight, according to U.S. intelligence estimates. The Obama administration has been able to transfer 131 detainees over seven years, 10 percent of whom have returned to the fight.

It looks like the Bush administration were sloppy in determininig who was going to return to the fight (or not).

IBTimes: In Uganda, Burundi Peace Talks Resume Amid Escalating Violence

Burundi's warring sides arrived in nearby Uganda Monday to resume peace talks aimed at ending months of escalating violence that has claimed hundreds of lives. The long-stalled negotiations are being led by Ugandan President Yoweri Museveni at the presidential palace in Entebbe, just outside the capital of Kampala, and they will include a Burundian government delegation as well as opposition members and civil society representatives, Agence France-Presse reported.

"I really appeal to you, the two sides, to sit down and have a political solution so that you save the people from the suffering," Museveni said as the talks opened Monday, according to Ugandan newspaper the Daily Monitor.

FOX News: Ramadi not 'fully liberated' from ISIS, Iraqi general says

Iraqi government forces scored a major victory when they took control from ISIS of the central government complex in the city of Ramadi on Monday.

But even as one Iraqi military spokesperson unequivically said earlier Monday that Ramadi had been "liberated," the head of Iraqi military operations in Anbar province cautioned against celebrating too early.
"The troops only entered the government complex," Gen. Ismail al-Mahlawi said. "We can't say that Ramadi is fully liberated. There are still neighborhoods under their control and there are still pockets of resistance."

That assessment contradicted Joint Operations Spokesman Brig. Gen. Yahya Rahsool's statement earlier in the day, that "Yes, the city of Ramadi has been liberated."
